Okay, here's my ideas:
Option A: All rosters must be cut to 30 exactly 7 days before the start of the minor-league draft, no exceptions.
Advantages: Simpler.
Option B: Same rules as current: players can remain on the DL through the off-season if it is possible/probable that they will start next season on the DL. However, in order to remove confusion from the process, the Trade Review Committee's duties will be expanded to include mediation on offseason disabled-list claims.
Basically, the way it will work is this: I'll create a new, separate board for DL Reviews. If, during the off-season, you see someone stashed on another player's DL who is not going to start the next season there, you can start a new thread calling that player's DL status up for review. The owner will be allowed to state his case as to why the player should be allowed to stay, if they so choose. At this point, the 5 members of the Review Committee will vote. If a player is ruled as ineligible for the DL, their owner will have exactly 48 hours to make room for them on the roster, or lose them to the free agency pool.
Advantages: Allows for realistic long-term roster management if a guy is on long-term rehab.

If you have other ideas on the DL debacle, please voice them now. If not, we would appreciate it if everyone took the time to vote on this. If you feel like explaining your decision, please do so, but once we decide on something, it'll be written into the league rules.
I'd prefer not to have a vote on this every year, and although the annual complaints about offseason DL usage will never stop, please respect the majority decision we come to.

I am fine with this. That way the long term DL guys (Jose Fernandez for example) can stay on the DL in the off-season. Others that will be healthy have to be put on a roster depending on voting of the review. Life's a garden. Dig it.....

The Trade/DL committee is there to review the cases, not to do all the digging.

The Melky Cabrera Rule 2016
Proposal Seven days prior to the Milb draft all league rosters will be reduced to thirty (30) players with no special consideration given to health status. Any player will be allowed to remain on the DL for ESPN purposes but all league rosters must have a maximum of thirty (30) bodies with exception of minor leaguer rosters. Once the MiLB draft is completed if any player is officially listed on the MLB DL, players can once again return to league DL status and Free Agent replacements can be selected. If a player in the previous season has had a major surgery such as Tommy John and is not officially listed on disabled list, any owner can state his/her case to the current trade review board (or designated committee) for immediate consideration to be moved back to DL seven days after MILB draft.
Minor League Option Any minor league player that has exceeded maximum minor league limits would be required to be promoted within seven after the MiLB draft.
Purpose This will allow at least two weeks where all league rosters are equal in number for each season preventing owners from stashing healthy players. It is solely the decision of any owner to protect a player that has suffered a catastrophic injury for the upcoming season. Current rules allow for a player like Melky (fractured pinky finger) to remain the entire off season, being an additional free player (31 man roster) for a minor injury, to remain shielded from the league. By stashing a player like Melky, this gives that team a definite unfair advantage. With additional player, an owner also has the opportunity to select additional free agents (expanded rosters) for the sole purpose of using in trades. Melky History • On September 8th place on DL with a fractured pinky • On September 28th (last day of season) Toronto used a procedural move to promote a player since they no longer were in the contention and moved Melky to 60 day DL to open a roster spot. • On December 16th signed multi-year contract with Chicago White Sox after passing a physical
Conclusion Owners are currently using a loop hole to enhance their opportunities for the upcoming season. In theory any owner would have the opportunity to enter the 2015 season with thirty three healthy players. Players like Miguel Cabrera, who will start the 2016 season on the DL, are given no consideration for this special protected status. This proposal is fair, simple to enforce and gives parity to the league.

I was not offered the opportunity until after the voting started. The majority of the league obviously wants the ability to stash players. Whatever the outcome is as long as it is defined in the rules so everyone has equal access so be it.

I don't think its stashing players. The way I read it is there is a committee to vote on questionable guys so stashing of players doesn't occur.

Agree with Abe. This current winning rule would make Melky non-DL rosterable. Only truly hurt players can be put in the DL. That is not stashing.

I'm confident in this league's ability to efficiently drop the hammer on anyone trying to skirt the rules and gain an unfair advantage. Look at last year's Grant Green Gauntlet Throwdown if you want an example.
This is a year-round league. We have year-round free agency. Year-round trading. Why should the DL spots not work the same way?
